“When EPA terminated the grants at difficulty, it exceeded its statutory authority below § 7438 [of the Clean Air Act] as a result of it cancelled these grants exactly as a result of they’re ‘environmental justice’ packages,” U.S. District Decide Adam B. Abelson of the District of Maryland wrote in his determination restoring $180 million of federal Thriving Communities grants to the plaintiffs.
