Counsel for the nonprofit U.S. Institute of Peace filed an emergency petition Sunday requesting intervention from the total U.S. Courtroom of Appeals for the District of Columbia Circuit after a three-judge panel granted a keep permitting the Trump administration to regain management over USIP’s governance.
